A functional capacity assessment (FCA) is a detailed report completed by a qualified occupational therapist. It documents how your disability or mental health condition affects your ability to carry out everyday tasks, from managing your home and personal care through to connecting with your community.


The NDIS uses functional capacity assessments to understand your support needs and guide planning and funding decisions. An FCA can be requested at any point in your NDIS journey, including when you are applying for the first time and have a substantially reduced functional capacity, at an NDIS plan review, or when your circumstances have changed significantly.

What to Expect from Your Assessment


The functional capacity assessment process at PotentialMe begins with our occupational therapists coming to you. We conduct home visits across Greater Melbourne, spending time with you in your own environment to develop a genuine understanding of how your disability affects your daily life.


Our assessment process typically includes:

  • A detailed clinical interview to understand your history, goals, and current challenges
  • Direct observation of daily living tasks where relevant
  • Standardised assessment tools suited to your condition and goals
  • A review of relevant reports, medical history, clinical records, and support documentation
  • An environmental assessment of your home or daily environment where relevant
  • A comprehensive written report submitted to the NDIS

Who Needs an NDIS Functional Capacity Assessment?


You may need an NDIS functional capacity assessment if:

    A functional capacity assessment (FCA) (also known as a functional capacity evaluation) is a detailed evaluation completed by a qualified occupational therapist that documents a person's functional abilities and how their disability affects their capacity to perform activities in daily life. The NDIS uses it to understand your support needs and guide planning and funding decisions.


    The key components of the assessment are structured around the six functional domains defined by the NDIS: Mobility, Communication, Social Interaction, Self-Care, Self-Management, and Learning. This includes areas such as cognitive function and decision making, giving the NDIA a comprehensive assessment of how your disability impacts everyday life. Rather than focusing only on what you find difficult, an FCA captures both your functional abilities and your challenges, translating your disability impacts into clinical evidence that the NDIA can use to make informed funding decisions.

  • Who can complete an NDIS functional capacity assessment?

    Functional capacity assessments are completed by a qualified healthcare professional in the allied health field.


    While other healthcare professionals such as physiotherapists and medical specialists may also contribute to the process, occupational therapists are generally considered the most appropriate for an occupational therapy assessment of this kind.


    This is because occupational therapy training is specifically focused on assessing a person's functional abilities and the factors that affect daily living and functional participation.

  • How long does a functional capacity assessment take?

    The time varies depending on your individual circumstances and the complexity of your support needs. The face-to-face component is used to gather data on your functional capacity and typically takes between one and four hours, involving one or two visits.


    Report writing is a separate process and generally takes between five and eight hours, meaning the full assessment process from first visit to completed comprehensive report can take ten hours or more in complex cases. Your therapist will discuss immediate availability and give you a clear timeframe before your assessment begins.

  • Is the assessment conducted at my home?

    PotentialMe's services are mobile, and we visit you at home or in the community across Greater Melbourne and nearby regions. An FCA can be conducted wherever best reflects your everyday life, whether that is your home, a community setting, another location relevant to your daily routine, or even online through a secure telehealth session. Where relevant, our occupational therapists may also incorporate a functional mobility assessment to observe how you move through your home and community environment.


    Conducting the assessment in your own environment gives us the most accurate picture of how your disability affects your functioning. And if online works better for you, we can still deliver a streamlined, high-quality assessment experience without missing a beat.

  • How is an FCA different from a diagnostic assessment?

    A functional capacity assessment focuses specifically on a person's ability to perform tasks in daily life, including physical and cognitive abilities. A diagnostic assessment, by contrast, confirms a diagnosis or identifies a medical condition. An FCA helps the NDIS understand the practical impact of your disability on daily life and what supports are needed going forward.

  • Is an NDIS functional capacity assessment funded by the NDIS?

    Yes. An FCA is eligible for NDIS funding and is typically covered through your Capacity Building budget under the category of Improved Daily Living. This funding is available to eligible NDIS participants and does not reduce the funds available for your other supports.


    If you are a new applicant, it may be arranged through the access process. Whether you need NDIS support for daily living, therapy, or specific support services, an FCA helps build the clinical case for what should be included in your NDIS plan.     The report outlines your functional abilities and limitations across the NDIS functional domains, including any recommendations for assistive technology or other equipment to support your independence, and makes clear recommendations for the level of ongoing support you need. It provides objective evidence to the NDIA to justify the funding required for your therapy and supports.


    The assessment findings are also shared with your support network (including your support coordinator and treating team) with your consent, so everyone involved in your care has a clear picture of your needs.   • Can you work with my support coordinator or other providers?

    Yes. We collaborate with your broader care team, including support coordinators, psychologists, GPs, and family members, to make sure the assessment process is as smooth and comprehensive as possible.

  • Can an FCA be used at plan renewal or review?

    Yes. An NDIS functional capacity assessment is particularly valuable at plan renewals or when your circumstances have changed, as it provides a current, evidence-based baseline of a person's current functional status.


    If your existing plan no longer reflects the level of support you require, an updated FCA gives your planner the clinical evidence needed to justify an increase in funding.

  • What types of support or equipment can an FCA recommend?

    An FCA can recommend a wide range of supports and equipment based on what your assessment reveals about your individual needs.


    This includes assistive technology such as communication devices, home modifications, and adaptive tools, as well as mobility aids to support safe movement at home and in the community.


    The recommendations are designed to help you perform daily tasks as independently as possible, and your occupational therapist will walk you through everything before the report is submitted to the NDIA.
